I have a returned item and if I add that back into inventory, will emails get sent?

It depends on the setting for the minimum inventory level. In the app on the Settings -> Application page you can set a minimum inventory level that has to be met before emails will get sent. Many stores that typically get returns will set the minimum to be between 2-5, but ultimately each store has unique requirements
